Change folder/file permissions recursively from Repair Console?

Can it be done? A paranoid user revoked all permissions from entire C drive
except for himself. PC still ran ok, but Administrator had no rights. When I
recursivly gave Administrator rights, the pc crashes halfway through the change
(unrelated crash). Now it won't even boot to safe mode. Starts to boot and then
restarts spontaneously.

I wonder if a repair install will correct this or to somehow recursively add
system and administrator NTFS permissions (FULL) from commandline?

I guess the ability to reset proper permissions and restore propagation is the
ideal if possible.
