Change file attributes in batch

I found a big folder containing some files with read only attribute. Can
someone tell me how to remove the read only attribute of all files under the
folder in batch.

Right click the folder, Properties, clear the checkbox for read only.

It works only while setting. Once I click ok to leave. Then go back to
check and find the Read Only attribute returns. How can I change it
permanently?

Windows neither tells you or allows you to change the read only attribute on a folder. Therefore it worked the first time you tried it.
