change drive letter mapping

How do I change the default drive letter on my CD-ROM to something other than
'D'? I need the external drive I connect via USB to be my 'D' drive. In
Windows98 I go to Control Panel, Device Manager, double click on the drive
and then click the 'settings' tab. There is no 'settings' tab when I do this
on my Windows2000 machine.
 
Right-click "My Computer", select Manage - go to Disk Management.
(or run diskmgmt.msc)
Find the CD drive, right-click on it, and choose "change drive letter..."

You can do this with external drives, too - when you reconnect one, it will
try to assign the same letter to it again, if it is available. (note that
plugging into a different USB port may make it appear as a different drive).
