When a different user login to the Windows XP workstation, the printer
defalut paper size always set as "Letter".

How to configure such that any user login to the machine, the paper size is
always set as "A4".

Have already configured the printer properties to A4 paper size.
When a user first time login to that particular workstation that connected
to the printer, the default printer configuration in Windows XP status shown
"LT 8.5x...".

User has to change to "A4" setting for the 1st time then the setting will be
permanent.

But when another user first time login to that workstation, the paper size
shown "LT 8.5x.." again.

I am, of course assuming that all the users are "non administrators" or do
not belong to the administrator group.

Having said so, I suggest log on to that workstation as ADMINISTRATOR and
then from Printers & Faxes section, select the printer that is giving this
problem. Now right-click on that printer and then select the "Properties"
(this is normally the last item on the list).

In Device Settings tab, do all the adjusments you want to do including paper
size and duplex or not. Click OK and this should now filter to all the users
on that Workstation.

If this is a networked printer then you need to do this on the server side
so that it filters to the workstations.

You are using non GMT timezone right?

The workstation is a member of the Domain. Are you referring to log on to
Domain Administrator or Local Administrator account?
It is a network printer. I do not want to make use of the Domain Controller
policy to deploy the setting. Can i configure on the workstation instead?

It is a per user setting.

All that stuff is save in the registry under the CURRENT USER key.

If one user changes the settings and saves it, it should stick for the
next time they log in.

If another user logs in, they will not see the printers settings from
the previous user, they will see their own printer settings.

Each user needs to set it up, and save it. It gets store in the
registry for THEM, not anyone else. The next time they log in, they
should be all set.

There is not a single place that controls the settings for everyone -
every user has their own.
