When I open a new email and click the "TO:" tab to select an email in my
address book I get a message that reads "The address list could not be
displayed. The contacts folder associated with this address list could not be
opened; it may have been moved or deleted. Under the select names window
that pops up next, I can change the contacts under "Show names from the:"
drop down list and find my contact info. There are two "contacts" under this
drop down menu. How do delete the empty one and set the other to default?

All depends on your account type, address book type and version of Outlook.

You can change your default address book by Tools-> Address Book and then in
AB Tools-> Options...
