Is there a program that will allow one to change or convert a photo from
..jpg to .bmp or any other popular photo format?

Any digital editing program has that option.
Just open the image..and go to...File / Save As.

If you don't have a digital image editing progam
you may want to try the freeware IrfanView:

IrfanView 3.85

(get the plug-ins too)

You could even try MS Paint...
Go to...Start / Programs / Accessories / Paint.
