Change background color of navigation buttons in Frontpage 2003?

Hi - I see ways to change the font color of the navigation buttons in
Frontpage 2003. But I can't find any way to change the background
color - the color of the buttons. Any ideas? I feel like I must be
missing something obvious.

If using a Theme Format Theme Modify/Customize Colors Custom tab
Or for different images, If using a Theme you need to create new images and modify the Theme or select a new theme
