I saved an Excel document that I had ecrypted, password
protected and backed up. Also had run Files and Settings
Transfer wizard aside from just burning a copy of
the .xls. After the new install I can not open up the
file. It says I dont' have access to it. I know this has
to do with Thumprints/Certificates etc etc. How can I open
up this budget file. It's extremely important.

Hi Travis,

You need to use the original encryption certificate or a recovery agent
created in the original system. Without one of these, you will not be able
to access the file. You would need to have exported one of these before
removing the original system.
