Certificate Services Install Problem

I am trying to create an Enterprise CA on a Windows 2003
Server running ISA to issue machine certificates for IPsec
VPN sessions. I do not want to run IIS on my server. I
just want to add an enterprise CA without web support.
When I try to install Certificate Services using the
Windows Components Wizard, I click Details and try to
clear "Certificate Services Web Enrollment Support". I get
the following message "The following components are
dependent on the installation of the Certificate Services
Web Enrollment Support. It will not let me install just
the Certificate Services CA. The MS Windows Server 2003
Admin Companion book indicates that I should be able to
install a CA with no Web-enrollment capacity. Can I set
up an enterprise CA with out using IIS and how would I do
that. I have been using the ISA Server 2000 VPN Deployment
Kit but I get stuck on this step. Any Help would be
appreciated.

winth windows server 2003, you can install the CA without web enrollment
support. but if you di want web enrollment support, you do need to install
IIS.
