Certificate error

This is important...
I'm fixing up my friend's computer (pc with windows 98) and I was trying to
install a virus program on it. It gave me a message that said it couldn't
install because his "root certificate?" was out of date. It told me to go to
WindowsUpdate.com, but when I got there it got an error message that said it
couldn't detect updates or something.
My question is how can I get this "root certificate?" updated without using
windows update?
This is very important because his computer needs this very badly.
