Certclas.inf Missing or Invalid

I have 2 customers that cannot get my device's USB root-enumerated driver to
install. Both systems report the same problem in SetupApi.log:

"C:\WINDOWS\system32\SysSetup.Dll" for driver "System devices" blocked
(server install). Error 0x800b0100: No signature was present in the subject.
#E161 Processing of call to class installer failed. Error 0x800b0100: No
signature was present in the subject.

I searched on the web for an explanation of what might cause failed access
to Certclas.inf, and found at least 8 instances of this issue. But I found
no explanation for why this file cannot be accessed.

Does anyone know why Certclas.inf can't be accessed on some systems? Is
this due to a virus or some security setting?
