certain help files will not load

Certain help files will not load on Windows Xp home.
Help for IE6, Office 2000 and several others will not
load. Neither will the Help and Support center. I check
the file associations and everything is correct. I tried
to reinstall office and help still would not load. I do
not have a virus. I tried to copy winhlp32 from another
computer and it would not load after the copy. I still
can get to some applications help files such as winzip.
Please help.
