.CER Storage?

I have a bunch of .CER (public certificates) that I use to encrypt e-mails
that travel the Internet. I want to know where these CER's are stored on my
filesystem or registry (where is the certificate store?) and if it is
possible to import them from the command line or by some other means than
using the mouse and GUI. Thanks in advance.

Dan, storage of certificates is really a per-platform-version issue. It is
"safest" to never deal with the store directly.

Usig CAPICOM (http://download.microsoft.com) you can create a simple script
for installing certificates from the command line. Note, installing root
certificates will always cause a dialog to appear.
