center justified text not printing correctly

If I type in text and center justify it, it does not print centered. When I
print the page and fold it in half, I can clearly see that the text is not
quite centered (e.g. 10 characters to the left of the center fold and 7
characters to the right of the center fold). My L and R margins are equal,
Gutter is set to 0, there are no tabs or indents, character spacing is set to
normal, etc. Any ideas on what else can cause this? I am using MS Word 2003
and standard 8.5 x 11 paper.

Check that the page is actually centered coming out of the printer. One
method is to draw a rectangle that follows the text boundaries, then print
and check whether that rectangle is equidistant from left and right edges.
If not, investigate your printer settings. 8.5 x 11 is not "standard" in
most of the world -- eg, your printer might think it's working with A4.
