Cell phone only recognized by one USB port

Have the following problem, and hope you can help. My Notebook PC has 3 X USB
ports. When I first connected my Cell phone (a Moto V3i) to one of the ports,
it was instantly recognized, and installed / configured the hardware
accordingly.
However, now it seems that I can only use that specific USB port originally
chosen / connected, as none of the other two will respond to my cell being
connected. What gives, and how can I fix this situation ? (Actually, the port
first chosen was not the one I would normally use for the cell. It's used for
my mouse instead ! I have attempted un-installing the cell software, but that
didn't help.

It is possible the other two USB ports cannot supply enough power for the
phone. There exist add-on HUB devices that supply more power.
