How can I put a border on 1 cell without showing borders
on the whole table?

Right click the cell, select Cell Properties,
click Style, click Format, click Borders,
select Solid ( or which ever style you want )
set the width and color and then click OK, OK, OK

Put a new, one-celled table inside the existing cell, and
specify the border you want for the new table.

Or, somewhat simpler, configure the table as a whole with
a border width greater than 0 and a border color that
matches the page background. Then, assign the border color
you want to the one cell. However, this only works in IE.

Select the border icon from the toolbar while your curser is in the cell. You can choose right/left/top/bottom/all
