CDROM will not boot from reboot

I have set the bios to cd rom for the first boot, but
when I put in the windows xp cd to reinstall the laptop
will not boot from the cd. Any ideas on what I am doing
wrong?

Does the system actually see the CD at first - does the light come on and
the drive spin up? If so, are you using a CD that is actually bootable?
