CDROM driver

Recently I upgraded my computer. Now my CDROM wont work. I get Error Code 31. Microsoft 314060 article for XP says and gives direction to solve this problem. I tried to follow the same instructions for Windows 2000, but the Regedt32.exe would not allow me to delete the two items that the article addressed. It said I did not have delete access to a subkey. How do I get around this problem?
 
I have got the same thing last week, someone said it was
an "antiCmos B virus... I am still trying to remove it
using a McAfee bootdisk since I cannot crete a rescue disk
with Norton, but still uncessful using the given
procedure. I am also the administrator. If you fix it can
you forward the solution.
