how to copy from one disc to another on the second drive.

If your drive is not a cd burner, you will just be able to copy files from
it - not to it. If you have a cd burner you can, using the proper kind of
cd, copy to it. If the information in Help and Support isn't being very
helpful, see this article for more information:
http://www.aumha.org/win5/a/xpcd.htm

If you are just wanting to practice copying files from one location to
another, step by step directions are in Help and Support. Click on Start>
Help and Support. Under "Pick a Help topic" select "Windows Basics."

The Help screen will change a little bit. In the column on the left, click
the "+" next to "Core Windows tasks" and then click on "Working with files
and folders." Look on the right hand portion of the Help window and "Copy a
file or folder" is in the "Pick a Task" section. Click on those words to
bring up the step by step screen.
