CD-ROM won't play music files

See system specs below. I have two optical devices on a SCSI chain, a
CD-ROM as drive I: and a burner as H:. The burner can play music files
through the on-board sound, but the player cannot. Both have "Enable
digital CD audio for this CD-ROM device" enabled in Device Manager >
Properties.

For example, when in Windows Explorer and I click on a sound file (MP3, WAV,
etc.) from the CD-ROM, Winamp will appear and indicate the music is playing
as the progress bar moves, but no sound comes from the speakers. When
swapping the medium to the CD burner I get the same result, except music is
reproduced and the VU meter indicates it.

How can I enable the CD-ROM (I:) to play music?

Update #2. It seems the I: drive won't play .CDA files but will play MP3's
and WAV's.
