CD Player

The CD player on my HP Pavilion has decided that it doesn't like
computer programs. It will play music CDs but balks at reading
software. Is this a software problem or is it hardware? Or is it
a bad setting some place? Or can't you tell? Many thanks in
advance for any help.

Try cleaning the laser. If that doesn't work then consider replacing it with
a cd or dvd burner (they're very inexpensive nowadays)
