CD/DVD won't directory

A real poser...
My CD-RW/DVD-RW won't put directory into desktop window. It must read
because my Flight Simulator checks CD and then runs fine.
Safe mode - they will read and directory to window.
Went to MSCONFIG startup, uncheck ALL items, reboot - still won't reveal
directory!
Uninstalled drivers (removed in Device Manager), reboot, Windows reinstalls
standard drivers for both.
And, upon boot, I now see that disk will read if disk is in drive while
booting, then if removed, nothing further will be read to directory window,
even same disk
Report error CD: 0 bytes in 0 items, music or data CDs (commercial, too)
Report error DVD: cannot read drive, or format incompatible with windows.
HP just tells me to use restore to put things back to original state.
Surely, there is some driver problem to check, and I can do something less
drastic.
System: P4 2.4, XP Pack 2, 128Meg Radeon 9600, Hauppauge WinGO TV card
(Hauppauge says there are no XP pack 2 issues)

Go to the microsoft website, search for the powertoys, in
those items install Tweakui, then in order for tweakui to
have an icon go to kellys korner, tweak number one (1) is
add icon to control panel for tweakui do that. Now in
tweakui go to my computer/drives, make sure all of the
drive letters are checked, once you say ok go see if your
dvd shows on the system.

Not an answer to your main problem but if you're using MS Flight Simulator
2004 Google for a no CD patch, I used it and don't have to put in the CD
every time I use it.

Did all that, and, as I expected, the drive shows up. In fact, A thru Z shows
up all check, but with question marks on drives that don't actually exist.
What now?
