Are there any freeware CD and/or DVD burning utilities for Win98SE?

Yes, there are tons of such apps. Recommended ones include:

CDBurnerXP [despite name, works on Win98SE, and also does DVD]

BurnAtOnce

[you need a freeware optional download to burn to DVD]

Easy Burning

and many, many more.

Search a.c.freeware via groups.google.com and see what's recommended.

FYI, if you're burning *video* to DVD for playing on your DVD
player-TV, then look at the freeware combo DVD Decrypter & DVD Shrink.
I believe both work on Win98SE, but am not sure. DVD Decrypter also
burns your files to DVD, while DVD Decrypter uses your
already-installed DVD burner [ie, Nero or whatever]. You may be able to
use DVD Decrypter to burn non-video files, but I'm not sure.For info on
both these freeware apps, see, for example, www.videohelp.com and
afterdawn.com
