CD Drive available at boot, not in Vista

We have a Dell Inspiron 1420 laptop running Vista Home Basic.

The DVD burner is not recognized by Vista...it has a yellow mark in the
Device Manager and indicates Error 10.

It functions at boot, as I can insert a boot disk and read from the drive
with no problem.

We've removed the driver and rebooted, no change. I've gone into safe mode
and removed the DVD burner driver, and as much of the IDE/Sata controllers
as I could and reboot, no change.

I've swapped the drive itself with two others, and no change.

We've run the Dell diagnostics and these report everything is normal.

Short of reformatting and reinstalling an OS (the specific owner would like
XP), I'm out of options in troubleshooting. Any insight is appreciated,

Information,

If you are unsuccessful in your attempts, you can always go to the Dell
Live Support Chat, and have a technician help you with your issue. They will
probably ask you to download their assistance program (which is like
Teamviewer, or LogMeIn) and will give you on screen help in real time. Dell
has a lot of compatibility issues with their hardware. Being an owner of a
1521, I know how truly annoying it can be.
