Enable XP's recording wizard.

Open My Computer, double-click the My Computer icon on the desktop.
Right click your CD drive
Click Properties
Click the Recording tab
Check: Enable CD Recording on this drive check box
Click Apply
Click OK
Close My Computer

Enable CD recording on this drive
This setting turns on the built-in CD recording features included with
Windows XP.
Third-party programs sometimes disable this setting.
You can only enable CD recording for one device at a time.

If that didn't do it...

Make sure that if NoCDBurning exists that it is set to 0. If NoCDBurning
does not exist, it is the same as being able to burn CDs.

Start | Run | Type: regedit | Click OK |
Navigate to >>>
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\
Policies\Explorer
Value Name: NoCDBurning
Data Type: REG_DWORD
Value Data: 0 or 1
0 = Allow CDR (Policy is Disabled)
1 = Disable CDR (Policy is Enabled)

Windows Explorer allows you to create and modify re-writable CDs if you have
a CD writer connected to your PC. If you enable this setting, all features
in the Windows Explorer that allow you to use your CD writer are removed.
