Cartoons released with Windows many versions ago

Does anyone recall the name of the artist who prepared cartoons for release
with Windows many versions ago? My memory seems to recall "Plimpton"
as the last name; however, I am having no luck on Google.

The cartoons were cute, overdrawn, heavy on stroke lines and primary
colors.

I want to say the cartoons appeared with Windows 95... but I am not sure.

Any help is greatly appreciated.
