Captures color as black & white

I am using a Belkin Hi-Speed USB 2.0 DVD Creator as a 'video card' to capture
PAL video from my VCR to my Dell desktop. The preview display and the saved
file are always in black & white. Has anyone experienced this problem and is
there a solution?
 
You need to tell the Belkin card to capture in PAL as opposed to NTSC which
it seems to be set in at the present time.

As I am in the United Kingdom where all tapes are PAL I had set to capture
from PAL
 
You've checked that both the software in which you are capturing AND the
hardware are both set to PAL?
