Can't work with folders

Everything seems to be working fine, execpt when I try to
work with folders. As soon as I try to right click on
them or delete them the system freezes. In addition, the
System Restore function has never been able to gove me a
restore point. Until now I wasn't bothered. Any ideas?

What does Windows Task Manager show in cpu usage . Any
