Can't view Web 'tutorials' on Web site

Why can't Internet Explorer display vistax64.com and its subdirectories? Is
there an alternative site where I can find text tutorials, suitable for a
dialup connection? It's not MY connection. I'm visiting a relative this week.
Please help. Thanks.
 
The site was down earlier today when I posted my first message, but it's
working fine right now. Interestingly, the tutorial I wanted to view (about
Startup programs) was authored by you! I didn't need to install Flash Player.
