Can't view icons

After turning on my PC and selecting my User account, it starts to bring up
my desktop. After about 10-15 seconds all my desktop icons and the taskbar
appear and then after another couple of seconds everything flashes and
disappears. All that is viewable is the wallpaper.
I have XP Home Edition.
Do I need to re-install something or restore my PC?

You must Install SP2 an antispyware and an antivurus.
This is a malware!

There is a good chance that the OP has malware, but installing SP2 onto
an infested machine would be a really Bad Thing and could very well
completely hose his/her computer. We also don't know whether the OP has
SP2 or not since s/he didn't say.

Then when you are sure the computer is clean if the problem still occurs
post back with the results of your troubleshooting.

Good Advice - I would suggest that as part of the cleanup, you use the
new Trend-Micro Spyware scanner. Not only does it do a good job of
detection - it provides removal capability as well. Just be sure to click
the Results button and then proceed to Remove items found:
