Can't view certain sites even though cookies is enabled.

I need serious help. There are certain websites that I can not view because the host site says cookies not enabled. however, i have set my privacy setting to the lowest to allow all cookies. I have even tried the cookies override tool and set it to accept cookies from the websites I can not view. None of this has helped. Help please?

Tools | Internet Options | Privacy
Click Edit.
Enter the site name.
Click Always Allow.
