can't use my shortcuts

something odd hapend this week. I switched user on my computer and suddenly I
could'n use any of my desktop shortcuts.
They disappear when I click them, come back after a second and nothing goes
anymore ecxept outlook express. That still works. I tried to reset my
computer to an other day, it works untill I switch user again.
Started my computer in save modus, last good working version, it helps till
I switch user again. Did about 10 norton scans, even the one on norton
website , no virus found.
I'm losing this batlle and could really use some help. Ideas of what to try.
The worse part is I have vieos and pics of my family that aren't saved yet
on dics or I would have done a complete reboot.
