Can't use mouse or keyboard to wake system from standby

Running XP/Pro on IBM Thinkpad T23 (2647-4MU). Latest BIOS, etc.
In the device properties for my external USB mouse (Logitech MX-310) or external USB keyboard, there is no "Power Management" tab. This is where I would
expect to indicate that the device should be allowed to wake the system.
I have also tried a standard ps/2 mouse with same results.
 
Look at the "S3" options in the BIOS setup screens.
During reboot, some early m,essage is probably displayed,
like "Press del key for setup".
