Can't update Daylight Saving Time

I have XP SP2. It was correctly adjusting DST. I had to repair by
reinstalling, without overwriting my program and data files. I then let
update re- install all the updates. But DST was still the old version. I
downloaded KB951072. Although there is no record of it, or the earlier DST
fix being previously applied, when I run it it says it already has been
installed and refuses. I finally have used the TXedit to fix it, but
wondering why the update refused to install?

Why did you do a Repair Install to begin with? (It will NOT fix any
hijackware problems.)

Everything was fine until I could no longer access my hard drive. I had to
rewrite the boot record and boot sector, and even then XP would not load due
to lots of missed files, so I did the repair installation. I don't know the
original cause but I have had up to date McAfee running at all times.

I've considered that, but some of my source disks for various applications
are gone after an office remodel, and even so, installing, getting
replacement keys, installing all the updates etc is such a really major time
investment, I guess I'll wait and see if the system behaves ok.
