Can't stop porn pop-up - Help!

I was wondering if anyone knows how to stop this
annoying page that keeps popping up on my desktop every
10 minutes or so? The website is www.razgulay.ru, some
site in Russia. I don't know how it got there and I
didn't knowingly accept any cookies or certificates, I
haven't even been to any russian websites that I know of.
To try and fix it, I've already deleted all cookies, all
temporary internet files, erased history, tried to block
it in the security options, and it still comes up
methodically. Is this a virus? Can anyone help me remove
this pop-up page? Please e-mail me or reply if you can
help.

First eliminate any scumware.
See

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each need to be updated before every use, even when just
downloaded.

If trying everything at that site does not fix the problem please post back
in the same thread.
