Can't set hotkeys for keyboard layouts

I can't set keyboard shortcuts to select keyboard layouts. The shortcut
assignment dialog keeps resetting assigned shortcuts, and occasionally
displays duplicate entries for keyboard layouts.
I recorded a video of the bug(s) in action:

Not the best part of Vista, is it? I have problems with Vista changing my
United States - International keyboard layout to either US or Spanish in the
middle of typing. I have deleted these two keyboard layouts I don't know
how many times in Language Bar, Settings... It seems to be thinking, that
if I use either English(US) or Spanish I need these two keyboard layouts. I
don't.

I tried your little exercise and now I have duplicate entries to take me to
Spanish. I assigned them different Hot Keys and both are working...

It helps to know that someone else has similar problems.

A bug in Vista. If one selected the Canadian region when Vista was first
installed, Vista installs with an option for a "Canadian French" keyboard
(US remains default). For no apparent reason Vista will switch to the
Canadian French on me. So, I have to go back and switch it to the US from
time to time - not too often thankfully. I hope it is fixed in Win7.
