Can't send/receive after restarting windows mail

I followed the procedure recommeded here for getting rid of 'stuck' emails
and now I've restared windows mail it won't let me send and receive. Help!

Which procedure? I've seen several.

The following procedure usually works: Download and install the following
fix, with Windows Mail not running:

If you don't know whether to use the 32-bit version or the 64-bit version,
try the 32-bit version first. After you install it, no messages should be
stuck, but you may still have to delete messages with other problems
from the Outbox.

Certain common antivirus programs, such as most of those from Norton
or McAfee, or a recent one from Trend, can cause this problem, If you
have one of these, uninstalling it often helps, but just disabling it often
does not. To get rid of the corruption caused by such a program, you
may have to click on Tools, then Accounts, then your email account.
then Remove. Then close down Windows Mail, restart it, and go through
the procedure for creating the account again.

If you get any error messages when trying to send or receive mail,
showing us the complete error messages can get you help faster.
