Can't send mail in Outlook Express

I am getting the following error:
The message could not be sent. The authentication setting might not be
correct for your outgoing e-mail [SMTP] server. For help solving this
problem, go to Help, search for "Troubleshoot Windows Mail", and read the
"I'm having problems sending e-mail" section. If you need help determining
the proper server settings, please contact your e-mail service provider.

The rejected e-mail address was '(e-mail address removed)'. Subject 'Read: Error',
Account: 'Home', Server: 'smtp.comcast.net', Protocol: SMTP, Server Response:
'452 4.1.1 ... temporary failure', Port: 587, Secure(SSL): No, Server Error:
452, Error Number: 0x800CCC79

You're using Windows Mail, not Outlook Express.

How long has this been going on? The error messages says:

Server Response: '452 4.1.1 ... temporary failure'

Maybe that is exactly what it is? Your server is down?

Your right it is Windows Mail but I just spoke to my service provider and I
can send from their online mail just not though Windows Mail or my iPhone.

Did they also explain, or even know, that Webmail and Pop3 mail are not
the same? They can have server issues and Webmail may still work. See
error 452 here:
http://www.answersthatwork.com/Down..._Server_Status_Codes_and_SMTP_Error_Codes.pdf

Or it may be a limiting issue.

SMTP Sending Limit and Email Rate Limits for ISPs - Verizon, Comcast,
EarthLink, etc
http://www.emailaddressmanager.com/tips/email-rate-limit.html

Comcast Email Send & SMTP Limits
Below you can find the Comcast email send or rate limit for Comcast high
speed internet customers. Please note that Comcast can also block port 25
for your connection (triggering the error message: "Error #1:
Port25.Secure(SSL); no Socket Error: 10053. Error Number 0x800CC0F"), in
order to prevent you (or viruses on your computer) from sending emails
using your own SMTP agent:
Comcast email send limit - no more than 1000 recipients per day
Comcast other SMTP limits - max 10mb per message
Comcast email-outbound policy -
http://www.comcast.net/help/faq/index.jsp?faq=SecuritySpam17867
Comcast SMTP restriction expiry method - the restriction is automatically
lifted 24 hours after the email send limit was reached.
