Can't send from Outlook 2007

The server in my office went down for a little while yesterday and since then
I can't send anything from Outlook. I don't get any error message, it just
sits in my out box. I left it overnight and it was still there when I got
back to work. I can't delete it unless I stop the send process. I've tried
sending other emails to other addresses and the same thing happens. What's
causing this and how can I fix it? I went to my email account on the web and
can send from there. I also can receive just fine in Outlook.
 
Thanks, but my emails aren't sending at all. I called the people who I was
sending to and they haven't received anything. Also, my send/receive isn't
doing it's scheduled thing, so I have to manually click send/receive to get
my email from my web account.
 
If you have anything stuck in your outbox, nothing will send.
Are there any error messages and/or numbers during the send/receive process?

I went to my email account on the web and can send from there. I also
can receive just fine in Outlook.

If this were happening to me, I'd enable diagnostic logging and see what'd
going on at the transport level.

No error messages, but if I try to delete the message from the out box, it
says it can't delete while it's sending. So, I click on the bottom of the
window where it says Send/Receive in progress and cancel send/receive. Then I
can delete the message. So there are no messages in the folder when I try to
send a new one. And it only ever says there is 1 message in the out box. Once
I delete it, it says there's none. But now, I can't send/receive at all, even
when I manually click on it. The box pops up and says processing by all my
accounts, but doesn't go anywhere. Argh!
