Can't send from another person's Inbox

Hi,
I have been set up as an "owner" for another person's inbox. However, when
I attempt to forward or reply to messages in their inbox, I receive this
error:
"You do not have the permission to send the message on behalf of the
specified user." I feel like this is an easy fix, but have been baffled so
far.

Any ideas?

Owner isn't the right setting for this. The user must give you Send On
Behalf Of permissions; Tools-> Options-> Delegates
