Can't send emails

I can't send emails + this forum and windows live seem to talk in comp talk.
Anyone out there that can tell me why I can't send an email after this
message ?

The connection to the server has failed. Subject ' I'm done with house
league', Account: 'pop.mcphersonsphotography.com', Server:
'smtp.mcphersonsphotography.com', Protocol: SMTP, Port: 25, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

Speak in normal terms like change your SMTP server to this or click off
that. No ISP, closed gate, Protocol //ssL bolognie please.

I just want to send an email
