cant send email with attachments

i dont understand whats happening. No matter what ISP i send via i cant send
an attacment over 250k.

The email sits in the outbox and repeatedly doesnt go ... them SOMETIMES on
the 3rd or 4th attempt it goes.

Its not the ISp's as ive other machines which are fine.

A only happens on my Dell Precision M60 laptop
