Can't send email from Outlook 2002

I use Outlook 2002 to send and receive mail from a POP3
server (in France). Outlook will always receive
(download) mail, but it won't always send. It's not the
server since I can go to the server and send from there.
I need to compose mail in Outlook and then send from
Outlook, though, because I have it configured to write in
Japanese. (The POP3 server won't accept Japanese
language mail.) I've checked all the connection
settings; that's not the problem. What is going on
here? Help!
