Can't send E-mails with attachments from Outlook 2002

Not able to send an E-mails with attachments from Outlook 2002. They sit in
the out box and the following error message is shown:

Task 'pop.tiscali.co.uk' - Sender report error (0x800CCC0F): 'The connection
to the server was interrupted

Try setting the timeout to the server to a longer period of time:

"Change the server timeout for a POP3 or IMAP server

On the Tools menu, click E-mail Accounts.

Select View or change existing e-mail accounts, and then click Next.
Click the e-mail account you want to change, and then click Change.
Click More Settings, and then click the Advanced tab.
Under Server Timeouts, move the slider toward Long.
Click OK, click Next, and then click Finish. "
