Cant send e-mail

I have been unable to send E-mail for a few days know. This is the error
message.
The connection to the server has failed. Subject 'test', Account:
'mail.netmaxx.net', Server: 'mail.netmaxx.net', Protocol: SMTP, Port: 25,
Secure(SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E

What do I need to do?

Are you connected to Netmaxx when this happens?
Have you contacted Netmaxx?
Which antivirus program are you using, and are you scanning your email with
it?
