Is there a way to fix this at my PC? Is this an ISP problem that
"they" need to correct. It happens several times a year, but it
usually resolves in hours. I've been down for 2 days.

Have you, well, clicked the link? It leads to the database that contains
your IP address where you can request de-listing. However, I'd have to ask
if your Anti-Virus solution is up to date and when the last time you ran it
was? The way people end up in the database is by being reported as a
spammer, and sometimes a virus will send mails out from your machine which
could end up with your address getting in there.

There's also the possibility that one of the other subscribers to your ISP
is doing the spamming and you're just running into bad luck because you're
getting their IP address when you connect. So, here's what I'd do:

1) Run a full virus scan, probably add in a Ad-Aware and Spybot Search and
Destroy scan as well.
2) Contact the ISP to say that this IP address (the one from the header) is
in one of the spam clearing house databases and it doesn't appear that
you've got a virus (unless, of course, you do).
3) Click the 'Request delisting' link when going through the link in the
error.
