Can't send email after awhile

When I first log onto my laptop and outlook, I have no problem sending email.
However, whenever I try to send an email after I've been on for 15-20
minutes, I get a system administrator: undeliverable message and it won't
send any of my emails. I've copied the message below from one of them. Any
ideas on why this happens and how I can correct it? Thanks.

Did you visit the URL in the message? It says that you're not using the
designated Verizon mail router. Here's the description:

Removal Procedure

If you are not using normal email software but instead are running a mail
server and you are the owner of a Static IP address in the range
70.17.128.0/18 and you have a legitimate reason for operating a mail server
on this IP, you can automatically remove (suppress) your static IP address
from the PBL database.
