can't see all menus

I'm learning Access and I went to Tools - Startup to set up my switchboard to open when you start Access. I also clicked off my menus and now I want to get back to Tools - startup but Tools is not in the menu options. Yikes! Help how do I go back. F11 will give me the database window, I know.
 
try opening the database while press holding ctrl key
