How do I turn the Menus back on in Access 2003?

I built a database; I next built a switchboard and on the startup menu
directed it to show on startup; I then, also on the startup menu and un
checked display full menus; I closed Access and reopened the database; now I
need to get to to design view. How do I turn the menus back on so I can see
the tools menu so I can modify some of my design?

Use the backup copy you made before you locked everything down.

Could also try holding down the shift key when opening, or press the F11 key
when it is open.
