Can't run Windows Update

I think I screwed something up, and I have no idea how to fix it.

Yesterday I updated to XP Pro SP2 from SP1. Part of this was
uninstalling Norton SystemWorks/Personal Firewall 2003 prior to the
update and installing the 2005 versions after the update.

I had previously downloaded the SP2 installer, and I ran it locally.

I am the only user of this computer, and my console login has
Administrator rights.

In the Norton install/configuration, I opted to disable the automatic
Windows Update, because I prefer to manually do this. The Windows
firewall is also off. Norton Personal Firewall is on, java and ActiveX
are both allowed. Norton Antivirus autoprotect is OFF.

Today, I tried to use Windows Update to make sure I was reasonably
current. It won't work.

First, the "Update Windows" commands are gone from the Start Menu and
from MSIE. Windows (and Office) Update is about the only thing I use
MSIE for, btw. My browser of choice is Firefox. So, from MSIE, I
click on Help \ Online Support and there is a link on the page for
Windows Update, so I click it. I get a security warning from Windows:

The current web site is trying to open a site in your Trusted sites
list. Do you want to allow this?

Current site: support.microsoft.com
Trusted site: windowsupdate.microsoft.com

I click "Yes". I end up on the following page:
http://v5.windowsupdate.microsoft.com/v5consumer/default.aspx?ln=en-us
where I get the following error:

[Error number: 0x8DDD0003]
Network policy settings prevent you from using Windows Update to
download and install updates on your computer. If you believe you
have received this message in error, please check with your system
administrator.

The error page has a link to the Windows Update Troubleshooter, but
when I try to search for the error number or "network policy" I came up
empty.

After reading some previous threads here about problems with Windows
Update, I did some poking around. None of the ones I saw seem to deal
with this specific variation of the problem. My attempts to deal with
this myself consisted trying to re-enable the Automatic Updates,
figuring I could turn it on and off at will. I cannot enable it via
Norton Systemworks, the Windows Security Center or System Properties,
the options are greyed out from all locations. I used the Group Policy
Editor (Computer Config \ Admin Templates \ Windows \ Components \
Windows Update: Configure Automatic Updates to change it from "not
configured" to "enabled", and even with it set to allow the local admin
(me) to choose the setting, I +still+ cannot access the Automatic
Update settings, and Windows Update still gives me the same error.

Navigate to >>
User Configuration\Administrative Templates\Windows
Components\WindowsUpdate\
Remove access to all Windows Update features
**Set to Not Configured**

Remove access to all Windows Update features

If you enable this setting, all Windows Update features are removed. This
includes blocking access to the Windows Update Web site at
http://windowsupdate.microsoft.com, from the Windows Update hyperlink on the

automatic updating is also disabled; you will neither be notified about nor
will you receive critical updates from Windows Update. This setting also
prevents Device Manager from automatically installing driver updates from

Also check these....

Windows Update requires the following services:

Automatic Updates enables detection, downloading, and installation of
critical updates for your computer. Background Intelligent Transfer Service
(BITS) enables faster, restartable downloading of updates. Event Log logs
Windows Update events for troubleshooting. To ensure that these services are
enabled:

1. Click Start, and then click Run.
2. Type services.msc and then click OK.
3. In the list of services, right-click the service name, and then click
Properties.
4. In the Startup type list, select Automatic.
5. Verify that the service status is started.

You can enable these services to access Windows Update and the disable them
after you have whatever updates you need, if you so desire.

I have the Automatic Updates and (BITS) services disabled normally and
enable them before I visit Windows Update Web site.

Try This Info Below, It worked for me after getting SP2 :

I am posting it for you so that mabey you can help someone else with this
issue.
It worked like a charm.
It seemed to happen only after installing SP2

REGSVR32 C:\WINDOWS\system32\wuaueng.dll

REGSVR32 C:\WINDOWS\system32\atl.dll

REGSVR32 C:\WINDOWS\system32\wucltui.dll

Seems to work fine!!

Ok, done. That was the only one I had configured away from "Not
configured" and now it's back to the default.

I have no hyperlink for Windows Update on my Start Menu or in MSIE. I
think I mentioned that.

I don't care if it does not notify me of available updates, I prefer
NOT to run the service(s) all the time. I much prefer not using the
system resources/memory until +I+ want to run the process.

Checked. BITS was set to "Manual/Started" and the others all to
"Automatic/Started".

Well, I still cannot manually access the site. From the Security
Center, I click on Manage Security Settings For: Automatic Updates, and
the options are still all greyed out. The Security Essentials list
shows Automatic Updates as on. But clicking on the "Check for the
latest updates from Windows Update", I (still) get an error: "Windows
Update was disabled by your system Administrator".

No difference. I got "success" messages after each step above, but it
makes no difference to the problem at hand.

The first solution on that page, editing the Group Policy templates,
did not resolve the problem.

Editing the Registry according to the directions on that page got
Windows Update mostly working. The Windows Update links in my system
Start and MSIE Tools menus are back. However, I got a different error
message, so I knew I was making progress. :)

The new error message was telling me that WU depends on three services
being on "Automatic": Automatic Updates, BITS and Event Log. Event Log
already was on Automatic and started, the others were on Manual. Even
after manually starting them, it wouldn't work. I really did have to
set them to Automatic and then restart them before Windows Update would
work.

Thank you, the problem is resolved.

Since the whole point was that I want manual control, I guess I'll have
to live with remembering to set them to auto prior to running Windows
Update and then setting them back to manual when I'm done.
